Perhaps some possible scenarios on when it would be appropriate to take these 
actions? These scenarios should be publically available, such as on the wiki in a 
page that details possible punitive actions that maybe taken against characters 
by the leaders of their realm? It could include actions such as fines, bans, 
exiles, stripping of titles, etc.
