I didn't say the ruler should be removed from power if people
disagree, I said the person questioned should keep their nobility. If
people want to remove the ruler from power as well, they can use the
protest option as usual.

Exactly what I was saying, except you've drawn the wrong conclusion.
The consequence that should require action is a noble losing their
nobility - if not enough people act, the noble should keep their
nobility. The burden of raising support should be on the ruler, not
the noble. If the ruler can't gain enough support, then their cause is
the one that isn't worthy.
