No. Read the wiki page again. "to duchy" is added to the duchy REGION 
INCOME, i.e. it is just like, say, guild taxes. It is added BEFORE any 
expenses are paid.

The "to duchy" share can, for example, help a stronghold to maintain a 
much stronger militia than the region could afford on its own.
