Actually when I'm playing a game with my friends we settle our different and 
problem by ourself, we don't have some unknown secret referee that interfere 
in the game and punish one of my friend for know or unknown reasons.

Battlemaster was a fun game because the community and player themself were 
disciplining themself, as in a game with friends. Gouvernment and those in 
position were punish by their nobles when they were wrong.

Now with all the restrictives rules and the Titans we are getting close to 
have every individual  to play the same way. Election becoming more and more 
pointless, as council member have less and less freedom of their action, 
playing all by the book, the difference between 2 potential candidates are 
hard to see.

Finally, I once read: If a law is not respected by the population, it's 
propably because it is not a good law, and shall be removed.

So if the Titans punish a council member and he get re-elected by the 
majority,  there may be some question and reconsideration to be think of.
