That's exactly what I'd expect.  If someone has been removed from  
their position for OOC abuses, I would expect people not to want to  
vote for him again.  If they can't see that his abuse makes him unfit  
for the position on their own, then there needs to be some kind of  
incentive to see him that way: like temporary lockouts for everyone  
who votes for him...or, as you suggest, a plague of monsters on the  
realm, or something.  *Some* way of letting the realm as a whole know  
that supporting someone who knowingly abuses the system is a BAD thing.
