Tom makes changes when Tom thinks it's best for the game.  He stopped
reading the unmoderated list because he got fed up with people whining
the whole time (among other things, maybe, but I'm pretty sure the
whiners were a major contributing factor) - I've never seen him to
something just because someone asked.  He makes decisions based on his
own reasoning - I'd say it's his defining characteristic.
