[Discuss] Academy Use

As far as I know Allies can train at allied academies... however with 
the advent of Federations I believe this should go away and be reserved 
for Federated realms only, as allies are far different than 
federations.  As so many have pointed the US and French example... we 
would not see US troops training in France to invade say... Iraq.  
Allies can have very different views of the world but a enemies of a 
federation is the enemy of all federated states.  In for a penny in for 
a pound.

So I say report it as an inconsistancy.
