You're right, it's not. When a region hates your realm enough to
revolt, it becomes much harder to take back--and, if you do manage to
retake it, even harder to keep it again. Meanwhile, your enemies
would also have a chance to come in and take the region claim-free
when it's rogue--and they wouldn't have it hating them, so they might
actually be able to keep it.
