Actually, I just got a response from the priest-ruler of the realm in  
question, and he says that the Duke wasn't appointed--he bought the  
title.

Should someone be able to buy a title on a region with a claim on  
it?  If so, should someone from the realm that *currently* holds the  
region be able to buy it?
