An individual judge might happen to be an arch priest, certainly.  A
realm might even have a policy of always selecting an arch priest to
be judge.  But the positions are separate.

At the moment you can be an Arch Priest without being a member of any
religion at all - that doesn't make sense.  In the past, there weren't
religion, so it was just a name, but now there are, anything related
to religion needs to be done properly.
