I agree absolutely. Getting rid of them completely, however, would
make it impossible to impose penalties.
The problem is easier to see with Federations - when you break one,
everyone declares war on you. You then simply avoid eachother's
troops for 30 days (or whatever it is) and then declare an alliance.
The game forcing you into war status doesn't force you to fight.
Possible (partial) solution: When you're at war with a bordering realm
your peasents sometimes form looting parties and cross the border to
get some free cash/food. The would mean there will always be some
fighting in a war, even if the players don't want to.
