It would almost have to be on a region by region basis for the delay.  
Some infrastructure is worse than others.  Large cities would be a bit 
of a problem in that respect because they are designed to move large 
forces in and out of except invaders which even the infrasture could be 
collapsed to make it harder to invade cities and strongholds.

It is not impossible.  It might not be easy however, or practical in the 
BM enviroment.
