That would be more realistic, yes. I don't think it's a good change
for fun and the spirit of the game, but that's neither here nor there
just now.

Unfortunately, you and Tom are both missing a very important point
here: for the most part, people *WANT* to be ordered around. There
are a few rebellious elements, some for RP reasons, others for OOC
reasons, but I've taken more flak for *not* giving any orders in
Riombara for a good while, and just letting people do what they want
and what they think will benefit the realm, than I have for almost
any orders I've ever given.

This *is* a lightweight game--and for many, like it or not, that
means, "Log in, see orders, follow orders." Anything more would mean
they'd have to study the situation, figure out a lot more about
what's going on, and decide what to do for themselves. That's not
what they're there for. Sure, they enjoy the battles, they like to
be winning the war, it's fun for them. But not having specific
orders, and having to figure out what to do, would leave most of them
just standing around.

Now, if you want to make changes to try to *change* this attitude,
that's fine by me (well, depending on the changes ;-) ); I'm not
saying it's good or bad, just that it's what I've observed.
