Remove all punishments (ie. fines and bannings) - probably the entire
judge position, in fact.  Allow lieges to "disown" their vassals,
confiscating their lands if their a knight (which would make them an
imperial knight using the current names - imperial knights should get
very little if any gold, I'd like it if the tax system was entirely
done through the hierarchy, but just stopping unaligned nobles getting
much would do), throwing their region out of the duchy if they're a
lord or their duchy out of the realm (ie. forced secession) if they're
a duke.

That would be much more realistic and would result in rulers having
the persuade their nobles to come and fight, which I believe is what
actually happened.
