That's already valid right now. And I usually try to do this myself
when I'm in command, because I'm not someone who is generally able to
log in right at the turn to give orders. However, in the majority of
realms I am in or have been in, it doesn't work this way. Orders are
given just after the turn, everyone has that single turn to obey, and
those who don't are reprimanded. A friend of mine has gotten in
trouble several times for logging in right at the turn and missing the
orders that came 20 minutes after he logged off.

I really hate being a nay-sayer, I just highly doubt that everyone is
suddenly going to change because of this one new feature/limitation.
Instead, they're still going to have this bias towards early/late
logins, and those of us who can't will be even worse off.
