If 5 people per region is overcrowded then methods of dealing with
overcrowding are needed, rather than new islands.  How can you have a
working hierarchy if the majority of people are lords?

SWI is underpopulated because it's donation only.  That's not evidence
that people want normal islands, it's evidence that many people don't
donate.
SEI isn't underpopulated at all.  At one point both remaining realms
had notices in their realm summaries asking people not to join because
they were too full! There are 5.0 characters per region, that's hardly
less than Atamara.
BT has 2 people per region.  That's underpopulated, certainly.  That's
just evidence that people don't like that particular type of special
continent.  One continent isn't enough to show people's opinions of
special islands in general.
