That's not overcrowded, that's unbalanced.

Atamara has 200 regions and 1076 characters.  That's 5.38 TLs per
region.  In other words, 4 knights to every lord - sounds about
perfect to me.

If the individual realms don't have the right number of players, the
continent needs rearranging, not a new continent started.  If your
realm is too crowded either move realms, or TO some more regions. 
There are as many uncrowded realms as there are crowded ones.
