Otherwise they are all ruling themselves, making there own diplomatic
chooses. But personally I'd think of the original realm as like the
ruler of all, but your more likely to listen to your own local ruler.

Well yeah if it involves the entire federation, then it will most likely
happen here. But then not all members of every realm would have to join
the guild. And each realm would still have to take out there plans
seperate from the guild, and just take to the guild what they plan to
do. So hopefully it would still cut down on some of the messages, though
it also might mean more messages for some people.
