Interesting idea.  If it could be made to work, it could be an
excellent solution.  There are 2 main problems I can forsee:

1) Who is in overall charge?  Ruling by commitee is often very slow
and tends towards inaction.  Choosing a ruler without a formal
election system would be a little tricky, although doable.

2) What is the chance that most discussion would end up taking place
in the guild and you'd pretty much end up in the same situation you
were in before the split?  It could be a problem, it could not - it
depends on the people.
