[Discuss] Building a 2nd temple

I tried to build a 2nd temple of my religion in BT but I haven't got the
option to build it.
The only option I've got is this:
Temples There are no temples in your region.
Become the enlightened founder of a new religion...

Is it normal that I'm not able to build a 2nd temple yet, or is it a bug?
