Mislabeled messages and "OOC:" things in them are very common. I've
noticed people using the Roleplay tag when it's clear the message is
just a Letter, people use the important orders tag to send out
"important requests" and so on.

No. That would just suck and remove some of the RP opportunities from
them. Example why it would be a bad rule: OGs King Vagabond would not be
king for offering some extra prizes(food) to the tournament winners,
which in my opinion was just a good thing. Rulers/council members need
to have the right to talk about tournaments on a general level or you're
just banning them from a part of the game.
I have not seen anyone try to prevent people from going to the
tournament nor have I seen anyone let someone prevent them from going
for quite some time. People go if they want to, no matter what the
ruler/general say because they know they'll get the lightning if they
ban you.
