[Discuss] "Not Orders"

Here's something that really, really pisses me off. Bear with me:

    /Some people try to circumvent the restrictions by careful choice of
    words. Do not accept that. If your boss at work or your commander in
    the army says "could you please be so kind as to..." you would be
    foolish to assume that it was not an order you just received. Same
    in BattleMaster - a ruler saying "I can't (or don't want to) order
    you to ..., but ..." is violating your inalienable right./

    /When it comes to inalienable rights, "requests" are the same as

    /How to Act/

    /How should someone in a position of power treat these rights? By
    acknowledging and moving on. Almost all longwinded texts are just
    sophisticated attempts to circumvent them. The basic rule is: Just
    shup up./

    /If there's a tournament, don't point out how important it is not to
    go - just shut up. If you would like more traders in your realm,
    come up with incentives and find out why people don't want to be
    traders. Don't lament to the realm, come up with a solution, that's
    your job as ruler or banker./

    /Voting is the one exception to the "just shut up" rule. Of course
    you are allowed to run a campaign and try to convince people to vote
    for you. That goes for your election. When it comes to other
    positions, say you are the ruler and a new judge needs to be
    elected, just shut up./

    /The other exception is if some player explicitly asks for your
    advise. Give him some. Don't use it as an opportunity to give it to
    the entire realm./

    I know how much this island is crying our for more war and how bored
    all you guys are. So we're going to war, simple as that.

    If you want to go to the tournament I won't hold it against you but
    I just thought you guys would want to know of the fact we are going
    to war in 5 days time and to make it a good war we could do with you
    staying back. But if the realms wants us too, we'll just have to
    wait till after the tournament. So it's completely you're choice
    wether or not you want to start the war with us or later, or go to
    the tournament. I just thought I'd let you know of the oppertunities
    before you and us in Mesh.

Quoting the rule, and then breaking it in the second, just by saying 
"this is not an order" twice? And starting a roleplay with "OOC", and 
the second part not being a roleplay either?

I've a simple question for the community: What does it take to get 
rulers, generals, etc. to JUST SHUT THE FUCK UP about tournaments and 
stuff like that, where apparently even after this explanation many still 
don't get it? Do I need to make a hard rule that even one word about 
tournaments, no matter what it is, will make you lose your job? Is that 
the only way?
