You can.  You just have to type in the card details, and your name
etc, and it does it without having the sign up.  There's no real
reason not to sign up though.

There are fees, but they're taken out of the money you send rather
than being charged separately.  You send €10, Tom will actually get
€9.50 or something, so you'll get 9 weeks of goodies.
