Actually, it sounds like an easy way to abuse the torture system if a
recent prisoner has vital information.  What little I know about
torture, it pulls out random messages from their last few days of
messaging.  Spamming OOC messages would make it much harder to acquire
key IC info, and all due to messaging that's not even in character.

I don't have a solution, but since the thought came to me, I thought
I'd throw that out as a potential area for abuse.
