[Discuss] Counter Rebellion Feedback

The counter rebellion/click race was interesting.  Here's what I observed.

Those that declared to side with the counter-rebels _before_ banning 
where _able_ to use the bank and recruit.

Those that declared to side with the counter-rebels _after_ banning 
where _unable_ to use the bank and but they were able to still recruit 
with the gold on hand.

Is this the intended way counter-rebellion attempts to work?  Or should 
it be a bit more forgiving?  Particularly the banking system.
