Yes, I'm pretty sure they can.

That's pretty much why the counterrebellions failed in Southasland.
The initial rebellion succeeded in 2 hours, before people had the
chance to log in. In that 2 hours, we lost everything. Instead of
defending against a rebellion we now had useless bonds, no troops to
recruit and no walls to use. And the messeage system didn't even allow
for messaging all rebels or all loyalists.
