[Discuss] Can banned nobles recruit?

During that 3 day period before the ban actually happens, you can cash 
bonds or recruit.  Though if you join a rebellion then the ban seems to 
go away. Really handy if you want to stay in a realm, and its the second 
day. Though not sure if this is intended or not.
