[Discuss] Bureaucrat scout

You can see the amount of monsters there is in a region. You just can't 
see how much CS they have. Though I do find it annoying that you can't 
even see players(with or without a unit) of your own realm who are in 
the same region as you and that they don't show up on your scoutings. I 
agree that bureaucrat scoutings don't need to be as accurate or detailed 
as a soldiers, but they shouldn't be completely blind either.
