[Discuss] Duration of newbie travel restriction

Which is a nice idea, but in practise it doesn't seem to work very
well - often newbies are not with the main army so there is no-one
there to babysit them on the way to the front, they have to come along
behind on their own.  Could you losen the requirement slightly - if
there is anyone in a region that isn't part of your realm that you can
get to from the region they want to move to, the newbie can move - if
would let them follow the army one region behind giving them a chance
to catch up hopefully, rather than sitting on the border.  The chance
of someone being within 2 regions of them is far higher than within 1
region.
