I haven't seen any abuses on Atamara, although I have seen that judges
appear to be less scared to act.  In the past, they've always kept a
fair distance away from rulebreaking, now they're happy to go right up
to the line if they feel it's necessary.  I haven't seen anyone cross
the line, though.

Protecting newbies is an important point, though.  I think the code
already limits how you can punish them, if I'm mistaken, prehaps it
should.  It's better to make rulebreaking impossible rather than just
illegal.
