[Discuss] Temporary Rulers and Rule-Free Atamara

The feature is there to make up for the fact that rulers don't die
sooner or later an get replaced.  To keep things interesting, there
has to be a way to force a new ruler.  The alternative is making all
rulers mortal, which didn't seem very popular last time I suggested
it.

I'd forgotten Norland was a republic.  Let's just laugh then.
Stepping down to let someone replace you as prime minister isn't a
problem, it's stupid, but it doesn't cause any problems.
