[Discuss] Temporary Rulers and Rule-Free Atamara

No-rules means no rules.  There is no-one to enforce any rules, so how
could there be any?  Why would stepping down as ruler be any different
to the other rules?

How about making it so if you step down as ruler in a realm, you are
never eligible for ruler again in that realm (excluding by rebellion -
anyone can become ruler by killing everyone that says otherwise).  IRL
people who abdicate are removed from the line of succession
completely, as far as I know.  This rule wouldn't apply in republics
and democracies, because people stepping down there are generally
doing it for legitimate reasons - there's no point stepping down just
to let someone else take over when you can just refuse rulership in
the next election.

There is a potential loophole - you could leave the realm and come
back, and the memory of your abdication would probably be lost (it
would require a whole new table in the database to remember it, I
expect).  I can't think of any way round that, but it's enough of a
hassle to prevent people doing it too much.
