I've seen various explanations offered- all of them unfounded and most
of them entirely made up.  But for fun, here's some options I've
heard:

*Production/Morale is too low in that region
*Too many other people have already trained that day
*The quota on the week was already filled
*Tom hates you/your realm and is manually working against you
*The trainers are on vacation, spending some of that gold you
willingly forked over.

No wait, I made up the last one.  Seriously though, it's all part of
the coding and is (likely) working just the way it was intended.  If
it makes you feel any better, your realm isn't the only one with the
complaint currently.
