Yes, a little sketchy on the details, but I believe they'd been
sitting rogue for a while, after being looted, while the neighbors
tried to build up an army to run a proper takeover and repair
operation. Thus, he RP'd they'd grown tired of waiting for someone to
come and save them, and formed their own government.
