All right, then; how about using OOC information IC?  You don't even  
have to click *anything* to do that; it's already in your head, you  
just have to treat it as if it were in your character's head as well.

And how about moving a capital purely to be able to recruit on the  
front lines?  That only requires you to click a link.

How about giving away a city to a realm halfway across the continent  
as payment for services?  That only requires you to click a link.

And take the view that it *is* a bug.  What if there were a bug that,  
say, allowed the Banker to double his taxes for free by clicking on a  
particular link?  Would that be OK?

Being hard to enforce isn't sufficient reason not to make a rule in  
the first place.  And come on, do you really think someone won't know  
if a region has a claim on it?  It's not like they can just pop up  
out of nowhere; you have to TO the region to get it with a claim on it.
