Yes, but the key thing here is that it's a restriction that doesn't
require you to do anything to get around, you just do what you would
normally do - click the link. Multi-cheating requires creating a
whole new account - there is never a time when you should do that
(excluding your first account, of course), so there is no excuse.
With a restriction like this "I didn't notice it had a claim on it" is
a perfectly valid and acceptable excuse. We can't expect people to
check the region page every time they appoint a lord - that goes
against the lightweight aim if nothing else. So basically, it becomes
impossible to enforce, and a rule that's impossible to enforce
shouldn't exist at all. (You can try and persuade people that it's the
right thing to do, but there is no point making it an actual rule)
