I'm a bit ambivalent on this, as part of me feels that it should be
treated as any other feature that hasn't been implemented yet...but
part of me feels that, as Tom has clearly stated what claims will do
(at least in part), we should respect his intentions in this and not
appoint lords.

Here, though, I completely disagree.
*All* rules that are not game-imposed "only work if everyone does
it," and those that follow the "rules" are *always* at a disadvantage
compared to those who are willing to break them. If we're to use
that as our standard as to whether rules should be followed, we may
as well give up now, as it would include the rule not to multi-cheat
and the rule not to use OOC information IC--and basically the whole
social contract.
If we decide that it is best not to try to implement through action
what Tom intends to implement in code, it should be simply because it
is *not* implemented yet, and trying to get the players to implement
features that will or may exist in code (especially restrictions) is
a bit silly.
If, on the other hand, we decide *to* do it, it should be because we
*do* know what the feature is meant to do, and we can come to a
reasonable consensus to treat its failure to do so as a *bug,* and
appointing a lord on a region with an unresolved claim as an exploit
of that bug.
