[Discuss] Banning Priests

What can be done to prevent a priest from preaching in a realm? What is
a realm considers a religion against it and wants to ban the entry of
that priest as well as ban him from the said realm.. Priests currently
cannot be captured from what I know, and I know little because I've had
barely any interaction with them.

Net question, what steps can be taken against a priest and a religion?
