It would be best from an RP point of view to be more descriptive
("Archers at the front, but some distance from the enemy, infantry
right behind them" meaning Archers middle and inf back), but then you
have difficulties with people not understanding how to convert that
into something which you can actually put into the paperwork page.
The actual game controls are OOC so things that refer to them are
going to end up being slightly OOC, it's pretty much unavoidable.  I
sometimes try and give 2 explanations, an IC one and an OOC one, but
generally that's just twice as much work, so I don't bother.
