[Discuss] Looting and Brutal Takeovers

On SEI we managed some extremely quick brutal TOs by looting (large
townsland that completely hated us in 2 turns, for example), but then
Tom turned it down a little.  I think it still helps a little, though.

We tried a slightly alternative method in SEI Taselak just before the
reset, though - we just kept looting until the rose up each turn, then
killed them.  I think killing 95% of the population counts as TOing
the region in every way except actually getting to fly our flag over
it...  That was rather brutal, and was certainly helped by looting...
