In real life you don't have to recruit from the capital, so that's not a 
valid argument.  The defination of strategy is A plan of action 
resulting from strategy or intended to accomplish a specific goal.  The 
plan was move the capital, the goal was help relations between the North 
and South and not to give any extra power to any state.
