Lets take the Mexican/American War for example, due to its similar
time period(okay, so it was, erm, 30 years later. But its the closest
one I can find). That would be like moving the capitol from
Washington, to New Orleans, or St. Louis, to recruit closer to the
frontlines. Um, NO. In RL, capitol location doesnt affect where you
field troops from: thats an OOC thing, thus trying to capitalize on
it is abuse.
Also, Washington DC was SPECIFICALLY CONSTRUCTED as "The Capitol".
Thats WHY it was built. The North wanted it at Philadelphia or New
York, the South, correct me if I'm wrong, wanted it at Richmond, and
one of the founding fathers(Madison was it?) wanted it Anapolis. They
solved the problem.... by building a new capitol, SPECIFICALLY to be
the capitol.
Building cities in BM is impossible, thus thus this situation is
impossible.
