The game code can not see and understand the reasoning behind the move. 
The people of the realm can.


Germany moved its capital from Bonn to Berlin after the reunification. 
That was ok with most people because a) Berlin had been capital before, 
b) it was capital of the new counties before the reunification and c) 
Bonn had always officially been only the temporary capital.


How many other moves of capitals do you know about? All I know about 
were prompted by likewise massive changes in what the country looked 
like. _None_ of them was made for strategic reasons.


The "recruitment only in the capital" rule is very obviously an OOC 
rule. It is even explained in the FAQ as to why it is there (game 
balance). Moving the capital in order to have less distance between 
frontlines and recruitment centers is one of the most obvious OOC abuses 
I can think of. You absolutely _can_ _not_ justify it without reference 
to OOC reasons.

Now moving the capital because, say, your realm has conquered vast 
amounts of lands and the old capital is on the edge and the new more 
central - that's what the option is for.
