[Discuss] Moving capital

There have been a couple of capitals moved on Beluaterra recently,  
and in both cases, they were moved *from* central locations within  
the realm to regions on the borders--borders with realms they are at  
war with (or were about to go to war with).

My understanding of this is that it is very much frowned upon as an  
abuse; however, I would like clarification, if possible...

Particularly, in one of the cases, the city was just captured-- 
indeed, it appears that the realm struck out for it deliberately, as  
there's just one region connecting it to the rest of the  
realm...which is, itself, only connected by one region.  I can see a  
case to be made for that being slightly more acceptable, if their  
realm believed that the city was in some way their right; however, if  
it was done for purely strategic reasons, I believe it would still be  
abuse.
