I think the idea is if you don't have anyone over 15 then you have everyone 
who is 10 or above. In larger realms or more war-like realms it's not a 
problem. But small realms who aren't at war with anyone (like most [all?] of 
BT about a month and a half ago) find themselves at the mercy

But your point about it being hard to get more than 25 prestige doesn't make 
sense; you don't need that much. In fact, beyond 25 all you would need it 
for would be things like voting in a monarchy. And getting prestige to 
overhaul a monarchy voting system 1. is nearly impossible and 2. smeels like 
powergaming. Who needs that much prestige?
