[Discuss] What real purpose for multiple gov positions any longer?

But that just diminishes the advantage of having more men than your
opponent.  If your opponent sends everything they have, you still need
to send everything you have.  Making big battles hurt more for both
sides would encorage people to try and avoid big battles, rather than
just making them harder to win.
