Personally I think it would be better if travel delayed more as you
force march more men/units from one region to another. Having 3000+ men
travel from A to B should take longer than say 30 men doing the same.
Kinda (but not quite) like the 20 caravans vs 2 caravans travel issue
mentioned long ago.
