[Discuss] Changing class

Why is it that a bureaucrat can't become a priest directly? or a hero or 
a trader or what have you(the only thing they can change directly into 
is infiltrator). Why does one need to change into a soldier, wait for a 
few days so one can change class again and only then become a priest?

It makes no sense and just restricts things unnecessarily.
