That's true.  And it does limit the possibilities for those few of us  
who really can separate characters to that degree.  However, people  
who can't sometimes don't even realise that they can't, or understand  
how important it is.  Because it *is* so important, I believe that  
the restriction should stand.

It is also important to allow the newer players to have  
opportunities--the same opportunities that we were eventually given.   
I can personally attest to the possibility of getting into high  
office as a relatively new player--2 years ago today, one of my  
characters *would* have been elected ruler, had she had enough  
prestige (she was 1 point short, but most of the realm had declared  
their support for her already...).  Instead, she was appointed  
General.  At that point, I had been playing for almost exactly 6  
months, and the character was less than 5 months old.

But I was lucky, and most people won't get that kind of luck,  
especially on Atamara and the EC, where the same people have been  
rulers for (sometimes) years in RL time.  I think it's important to  
give them as many opportunities as we can.
