Honestly I wish I had an answer.... I've been trying since I became
ruler to get the rest of the realm to act more like nobility and stop
looking to others for every answer. It's slow going but it is going.

My only thought is that if you want people to play nobles with their
own agenda then you have to design it so people have abilities to play
their own agenda.  As A. Anderson suggested the duchy system seems the
best way to do it. Turning everything into a bottom up system as
apposed to our top down one should make it so people can play as you
wish.
